Hamilton announced two big things: 1) the budget has been approved in its legislative session. It doesn't need extra state legislators to fund transportation spending. He expects that by the fall, after its financial report he can raise an executive to give direction in its operation going forward. But for this particular part: It takes more work so more time to bring what was just done to mind and then implement for that particular department. If he sees this going well: Maybe if Hamilton sees these areas benefiting enough by 2021 it'd be different.
